I have the honour to report that in accordance

with paragraph 4 of the Governor of Hong Kong's despatch

No.81 dated 27th February, 1931, I have had a preliminary

discussion with Major Munroe and Mr. Hibberdini of the

Communications Company.

The draft agreement sent from Hong Kong does

not appear to have been placed before the Managing

Committee and the impression I gained was that the

pecularities of the case were not clearly grasped, to

help clear matters I have drafted a short memorandum which

might be of assistance if placed before the Officers

concerned.

3.

The Wireless traffic in Hong Kong has increased

beyond the capacity of the plant installed and immediate

action is necessary, if there is a likelihood of a delay

in concluding the agreement the Hong Kong Government would

be well advised to obtain the necessary plant to carry on

with.
